If poverty and the gab between the rich and the poor is to be significantly reduced, governents in the developing countries especially those in the Sub Saharan Africa must double thier efforts and investment in aquiring information and communication technology. To effectively implement these ICT strategies, goverments and other stakeholders must first of all understand the gab difference and also the potential benefits from investing into such ventures. This thus require thorough research.
